When a refinery, terminal or pipeline is said to have been hit, PANOPT checks what satellites recorded there: NASA's fire detections on the nights around the claim, against the plant's own two weeks before, and where those show no heat, PANOPT's other fire instruments on the same days. Each claim is linked to its source and graded by who made it. The ledger does not rule on whether a strike happened.
The heat at every watched plant, read as the satellites pass. A free account opens the Situation Monitor, rebuilt every 15 minutes, and every headline 30 minutes after it lands. No card needed.

MTG's fire product does not cover it; PANOPT began reading Meteosat-IODC, Sentinel-3 and MODIS there later.

D ClaimedUkraine's General Staff: drones hit the refinery's tank farm, causing a fire. · The Kyiv Independent, 20 Apr 2026Also: Krasnodar's governor confirmed an attack on the Tuapse seaport without naming the target; one person died.
Heat far above the two weeks before 26 detections totalling 688 MW on 20 Apr 2026 (10:09–23:46 UTC), far above the plant's highest ordinary day in the two weeks before (19 MW). Earlier fires in those two weeks (16 Apr 2026, 26 detections totalling 578 MW; 17 Apr 2026, 12 detections totalling 128 MW) are left out of normal.
Heat with no checked claim
Sites PANOPT watches where satellites recorded heat far above the site's own two weeks, and where no strike claim within three days has been checked yet. Rows marked “Claimed, waiting for review” have a report naming the site that PANOPT has not yet checked; the others had no claim in PANOPT's news feeds (they have been read since 24 Sep 2026). A flare can surge for ordinary reasons; this list says only what was measured.

Each heat alert PANOPT's own instruments raised since 8 Oct 2026, at a watched plant, near one or at sea, beside the first report of the same event in PANOPT's news feeds or on the Strike Ledger, and every claimed strike at a watched plant that drew no alert. A strike claimed after 8 Oct 2026 has not been checked onto the Strike Ledger yet, so it cannot show here as a claim with no alert.
The times lean against PANOPT: a report counts from the earlier of its own timestamp and its arrival, PANOPT's alert from when it was published, never from when the satellite saw the heat.

By 5 Oct 2026a claim on the Strike Ledger, published that day
Report first, by at least 2 daysrevised 20 Oct 2026
A report is anything that names the place, or a watched plant within 5 km of it (one satellite pixel can hold both), with a word like strike, fire or explosion, rumours included. Night fires near a plant but outside it name no place a report could, and a report naming the plant is about the plant, so those rows never count a report. A claim on the Strike Ledger at the same plant counts as a report when its source was published before the alert. A claim with only a date counts when that day ended before the alert's day began, timed at the end of that day.
A row stays open for 72 hours after the alert, because a feed can deliver a report late with an earlier time. When a rule is corrected, closed rows are read again against the feeds PANOPT still holds and the Strike Ledger, keeping any report already found, and marked revised.
PANOPT reads no Telegram channels, so a report there can come first without showing here. Most attacks on ships leave no fire a satellite records, and those are not listed.
Record as of 24 Oct 2026, 22:08 UTC.

Which of PANOPT's fire instruments can see each of the 148 sites it watches as their own records stood on 24 Oct 2026, 22:08 UTC. VIIRS and Sentinel-3 pass over every site from polar orbits; Meteosat-IODC and MTG watch from fixed points over the equator, and their fire products leave out part of the map. A site an instrument does not cover is not covered, never quiet: its silence there says nothing. 42 of the 148 sites have no geostationary fire coverage (neither Meteosat-IODC nor MTG), and 7 are covered by Meteosat-IODC alone. 5 of the 52 claims on this ledger are at plants no geostationary fire product covers.

How to read it
For each claim, PANOPT looks at NASA FIRMS fire detections inside the plant on the day of the claimed strike, the day before and the two days after, and compares them with the same plant on the 14 days before that.
Heat far above: the hottest day around the claim is at least 3 times the highest ordinary day before, and at least 30 MW (50 MW along a pipeline, which crosses farmland that burns). New heat: at least 2 detections at a plant that showed none before. Above: higher than any ordinary day before, but not three times higher. Within its usual range: no higher than the plant's own flaring.
Heat recorded by Meteosat, MTG, Sentinel-3 or MODIS: VIIRS's three satellites each pass a plant about twice a day, more often far north, close together near 01:30 and 13:30 local time, so where VIIRS records no heat above the plant's range, PANOPT's other fire instruments are read for the same days: Meteosat (every 15 minutes), MTG (Meteosat-12, every 10 minutes at 1 km), Sentinel-3 and NASA's MODIS. Each counts heat by its own rule against the plant's own normal. Meteosat: a new fire after a day with none. MTG: a new fire after six hours below three times the plant's usual heat. Either: a single look of at least 100 MW and 3 times the plant's normal (the higher of its usual looks and the hottest day VIIRS recorded there in the two weeks before). Sentinel-3: a large new fire, three times the plant's hottest Sentinel-3 day in the two weeks before. MODIS: heat above the plant's highest MODIS day in the two weeks before and two and a half times its median. A reading counts only where the instrument still holds the normal it judges against, and once the claim's days are past it is kept as first recorded. The instrument, its time and its power are named, and what VIIRS recorded is given beside it.
Fire seen by Sentinel-2: where none of those recorded heat, Sentinel-2's passes over the plant on the same days are read in its short-wave infrared at 20 m. A pixel is hot by the tests of Murphy and others (2016); the plant's usual heat is every pixel hot on its passes in the 60 days before, widened 40 m; a new fire is a patch of 16 new hot pixels or more, or 40 in patches of 4 or more, judged once 4 passes before it saw half the plant. The claim then reads Sentinel-2's fire: its hot pixels and the time of the pass. It is one look: Sentinel-2 passes a plant every two to five days, near 10:30 local time, and measures no megawatts. What VIIRS recorded is given beside it.
An earlier fire is not ordinary flaring. Days in the two weeks before that would themselves count as far above the rest, such as an earlier strike, are left out of normal and named with the claim, so a second strike is measured against the plant at work, not against the first fire.
No heat detected never means nothing happened. Cloud, the hours between satellite passes and a fire put out quickly can all leave no detection. Not measured yet means PANOPT does not yet watch that plant, or holds no satellite reading for those days. Not measured means NASA's VIIRS files hold no satellite pass for some of the hours around the claim; those hours are named.
The grade is about who made the claim: Claimed for a side in the war, including the side whose plant was hit; Reported for news organisations and industry sources; Official for a neutral public body.
A day with no reading is kept apart from a day with no heat: a zero is written only when every satellite's data for that day arrived.
Photographs are Sentinel-2's own views of the plant: the last clear one before the heat, and the first clear one from its hottest day on. Sentinel-2 passes every two to five days and cannot be pointed at a fire, so the nearest views can be days away; smoke drifts and a scorch can be old. A photograph sits beside the measurement, never as a verdict.
Method
Fire detections come from the VIIRS instruments on the Suomi NPP, NOAA-20 and NOAA-21 satellites, each passing over a given plant about twice a day at 375-metre resolution. A detection counts when it falls inside the plant's own radius (or along a pipeline's corridor) and is not a low-confidence one. Fire radiative power (MW) is summed per UTC day.
The other fire instruments: Meteosat-IODC's and MTG's fire products from EUMETSAT's LSA SAF (3 km and 1 km pixels, fires of tens and of a few megawatts up), Sentinel-3's SLSTR fire product (1 km), and NASA FIRMS's MODIS files (Terra and Aqua, 1 km); their readings for a claim are kept as first recorded, since those instruments keep days of history, not months. Sentinel-2's fires are read by PANOPT from bands 8A, 11 and 12 of its L2A scenes, at 20 m on a fixed grid at each plant, from Element 84's Earth Search catalogue.
