What PANOPT reads, and on what terms · panopt.online
The sources behind the Situation Monitor's instruments, layers and market figures, the weekly flows brief and the calendar: who provides each, the licence and a link to it, the citation the provider asks for, the credit line PANOPT's own code carries, what PANOPT does to the data, and whether permission is in hand. How each instrument works is on the method page.
Permission status is one of these: Open licence, Public domain, Reuse with credit, Under the provider's terms, No published licence, PANOPT's own. No published licence means the provider publishes no terms that cover this use; it is stated here rather than left out.

Fire detections from NASA's Fire Information for Resource Management System (FIRMS), MODIS Collection 6.1 near-real-time active fire product (Terra and Aqua)
What PANOPT changes
Sums fire radiative power inside each watched site and compares it with the site's own recent median and range; bins night detections to a quarter-degree grid against each cell's own median; reads each MODIS pass (Terra and Aqua) over a watched plant against the plant's own MODIS normal.
Note
The short credit, NASA FIRMS, is used where the full sentence does not fit, such as a share card.

Contains modified Copernicus Sentinel data 2026 (Sentinel-2 L2A via Element 84 Earth Search; hot pixels measured by PANOPT)
What PANOPT changes
Picks the newest scene that is clear over each site and crops a photograph of it; counts ships on clear water in five sea boxes, and aircraft-sized changes on airbase aprons against each base's usual picture. At each watched plant, reads four 20 m bands of every pass onto a fixed grid of its own and counts hot short-wave-infrared pixels inside the plant, against its usual count and outside its usual flares (a new fire backs a report naming the plant, as one look, and the Strike Ledger prints its pixels where it alone saw the fire).
Contains modified Copernicus Sentinel data [year of the data; a range for a multi-year set, such as 2015–2026]; for passes from the 2015–2025 archive also: Sentinel-1 RTC by Catalyst, CC BY 4.0, via Microsoft Planetary Computer

What PANOPT changes
Counts vessel-sized radar returns in watched boxes, removes fixed structures and long-anchored hulls, compares each count with the box's own median, builds a two-week density grid, and pairs hulls with AIS positions where AIS is heard; the Chokepoint Ledger turns the Hormuz counts into an estimate of crossings. For PANOPT's staff only, it also compares a struck plant's radar return before and after a claimed strike; that research check is not published.

What PANOPT changes
Matches every 15-minute fire pixel to the watched sites and pipeline corridors on the satellite's own grid, sums the fire radiative power per site, lists the sites its water mask cannot see, and calls a new fire when a site quiet for a day lights up at 50 MW or more in two of three slots. A single slot of 100 MW or more, three times the plant's normal, backs a report or a claim naming the plant, never an alert of its own.
Note
A demonstration product: EUMETSAT does not guarantee its continuity.

What PANOPT changes
Matches every 10-minute fire pixel to the watched sites by its own position, sums the fire radiative power per site, lists the sites its mask cannot see, and calls a new fire when a site below its threshold for six hours lights up for three looks at 20 MW or three times its usual heat, whichever is larger. A single look of 100 MW or more, three times the plant's normal, backs a report or a claim naming the plant, never an alert of its own. At the watched oil fields it keeps each field's night hours lit and dark, and when a steady flare goes dark reads the product's quality map for those looks to see whether the sky over the flares was clear.
Note
A demonstration product under validation: EUMETSAT does not guarantee its continuity.

Contains modified Copernicus Sentinel data 2026 (Sentinel-3 SLSTR fire radiative power, processed by EUMETSAT, via the Copernicus Data Space Ecosystem)
What PANOPT changes
Reads each pass's 1 km fire list over the watched plants, sums the fire radiative power per plant, and calls a large new fire at three times the plant's own Sentinel-3 normal; it alerts only where Meteosat cannot see.
Contains modified Copernicus Sentinel data [year of the data]

What PANOPT changes
Reads the day's sulphur dioxide column within 25 km of each watched plant and lists a plume at twice the plant's own normal; a plume is shown beside reports, never counted as corroboration.
Places each watched plant's circle on its mapped outline, or a terminal's on its storage tanks, then checks the circle against the flares FIRMS sees there on ordinary days; the check runs every week. Only each centre point is kept. A place a report names, such as a plant not yet watched or a ship's reported position, is found with OpenStreetMap's Nominatim search. A gazetteer of the oil and gas sites PANOPT does not watch is extracted from OpenStreetMap with the Overpass API, tile by tile over the theatres and the regions the heat watch reads: elements tagged as refineries, oil or gas works, terminals, depots, pumping and compressor stations or offshore platforms, or named as such in the theatres' languages; tanks tagged as holding oil or fuel, three or more within 250 m of each other, grouped into tank farms; wells, filling stations, gas distribution posts, power plants, food, feed and water works (a works tagged as making oil counts only beside a petroleum word) and ruins left out. Each site keeps its English or Latin name (else its Cyrillic name transliterated), its original name, its kind, its outline's bounds, its operator and its nearest town. It names the nearest such site in a night-fire alert that no watched plant is near, marked as not watched, and places a plant a report names, by a whole word of the site's name or by its town, before a Nominatim search. The radar boxes of the oil terminals added on 16 Oct 2026 are drawn round their ports' mapped outlines, read with Nominatim; only each box's four edges are kept.

Pipeline routes: Global Oil Infrastructure Tracker, Global Energy Monitor, June 2026 release (globalenergymonitor.org), CC BY 4.0 (creativecommons.org/licenses/by/4.0/). Joined and simplified to 300 m by PANOPT.
What PANOPT changes
Takes the surveyed routes of the seven watched pipelines (Petroline, CPC, BTC, ADCOP, Goreh–Jask, SUMED and Kirkuk–Ceyhan), joins pieces that meet, and simplifies each to 300 m. They draw the lines on the map, bound the heat corridors, and, where GEM grades the route high or very high, measure how far a town is from a line.
AIS positions from aisstream.io (no published licence)
What PANOPT changes
Matches designated tankers by IMO number and records identity changes and silences; projects vessel positions to the moment of each radar pass to pair them with hulls.
Note
Coverage is near zero in the Persian Gulf and Red Sea; those boxes read AIS-blind.

What PANOPT changes
Classifies military aircraft by type into roles, keeps three-hour tracks, detects aircraft holding on station, and computes the share of aircraft reporting degraded navigation integrity near each sample point, set against that point's usual share for the same hour; a jump far above it is a GPS interference reading (over the Levant and Cyprus only once it lasts two hours in a row).
