When a merchant ship is reported attacked in the waters that carry the oil trade, PANOPT records the report and checks what NASA's satellites recorded at sea around the position it was reported at. Most attacks on ships leave no fire a satellite records, so the ledger says what was measured, never whether an attack happened. A projectile can hole a hull without a lasting fire, and cloud or the hours between satellite passes can hide one.
Heat at sea in the Gulf, the Red Sea and the Black Sea, read as the satellites pass. A free account opens the Situation Monitor, rebuilt every 15 minutes, and every headline 30 minutes after it lands. No card needed.

How to read it
For each attack PANOPT looks at NASA's fire detections at sea within 15 km of the position it was reported at (up to 40 km when the report is vaguer), from 6 hours before the reported time to 48 hours after it.
Heat within 3 km of a coast is the shore's own, and heat at a spot lit on 3 or more of the 14 days before is a platform or a flare: both are left out. So is heat within 2 km of a production platform OpenStreetMap maps, which flares when it flares, unless the day's heat there is a huge fire.
No heat recorded never means nothing happened. Most attacks on ships leave no fire a satellite records; cloud and the hours between passes can hide one that burned. Not measured yet means the days after the report have not all been read. Not measured means no position was reported, the ship was hit in port, or NASA's VIIRS files hold no satellite pass for some of the hours after the report; those hours are named.
The grade is about who made the report: Official for a neutral maritime or public body such as UKMTO, JMIC or MARAD; Reported for news organisations and industry sources; Claimed for a side in the war.
